Needing referral for Sequim, Wash.

I am seeking a psychotherapy referral for a 19-year-old male client who
is planning to move to Sequim, Wash., in September.  He appears to have
rapidly cycling bipolar disorder,  with some very early (preverbal)
trauma resulting in PTSD. Critical stepfather and low self esteem.
 
Motivated, very intelligent, may not have insurance immediately so may
be needing sliding scale.
 
Sequim is slightly northwest of Seattle near Port Townsend and Port
Angeles. Any info is appreciated.
